Cost.

CD production is not as expensive as most people think. A good CD recorder is needed which will be around £300. A one disc printer, and a one-to-one copier could cost less than £350, making the startup budget £750. But for a little more, a multi-disc copier and printer can be included. Typical budget for a CD recorder, 5 disc copier, and 25 disc printer would be around £1800. If the church does not already have a PC, this will be required too, but there is no reason why the same computer cannot be used for disc printing, office accounting, projection etc.
Running costs are very low. Printable CD's when bought in 100's cost around 20p each. By using clear plastic wallets at around 3p, rather than solid cases, the total cost of a duplicated and printed disc can be kept under 30p.
